Do all mystery shopper jobs require a fee?

I was interested in getting to be a Mystery Shopper but, they all require me to send them money for a membership. How do I know if they're not con-artists? Is there a legitimate mystery shopper job out there?
I think they're all fake. I saw one in my local paper and they required the use of a credit card for the purchase of $1.95 for shipping membership material. I told them that I would pick up the materials, even though they were located in Texas, but I was told that I would have to pay the $1.95.
They were adamant in trying to get me to give up a credit card number.
Mystery shopper opportunities don't exist for the general public.

There are some legitimate mystery shopping, I have done a couple myself. They do not pay as well as they advertise.. the ones I have done was for a restaurant and they comped the meals.
